The OANC Assistance Funds
The OANC provides additional funding assistance to ANCs that demonstrate a need for extra resources to enhance service delivery to the community or improve the operational efficiency of their Commissions. There are two types of Assistance Funds available:
- Technical Assistance Fund (TAF)
- Expert Assistance Fund (EAF)
TAF and EAF Assistance are available to all ANCs on a first-come, first-served basis, and applications are accepted on a rolling basis, subject to the availability of funds. An ANC may apply for assistance from both TAF and EAF. Find out more about the application process, qualifying expenses, and program eligibility below.
Program Description & Eligibility
Technical Assistance
TAF can provide up to $5,000 in funding toward the cost for technical assistance related services, such as cloud storage, cybersecurity, networking, or telecommunication services.
Hybrid Meetings
- The OANC will provide funding of up to 100% of the cost to purchase, rent, or manage hybrid meeting equipment, software, and training services.
- Ongoing operating expenses, replacement components, or supplementing staff salaries do not qualify.
- Commissions are free to procure any technological and/or subscription services that meet their operational and community needs. An ANC may submit multiple applications, subject to fund availability, project priority, and OANC approval.
Expert Assistance Funds (EAF)
EAF can provide up to $5,000 in funding toward the cost of procuring expertise not available within the commission, such as legal assistance, building/construction plan review, subject matter expertise, witness testimony, or budgetary consulting.
TAF and EAF Application Process
- Review ANC's current financial standing.
- a. ANCs must be up to date on all reporting deadlines and not have any funds being withheld.
- Discuss and list the expenditure on the public agenda.
- a. The ANC should meet and discuss the expenditure.
- b. Capture the discussion, vote outcome, and authorization in the meeting minutes.
- Fill out the appropriate application form and provide required documents.
- a. For TAF and EAF applications not related to Hybrid Meeting Equipment, include:
- i. Description of the steps the ANC took before making this request.
- ii. Summary of the ANCs operating budget.

Things to Consider
- The ANC is responsible for paying the vendor/contractor directly, along with any fees, penalties, and other expenses associated with the service.
- Supporting Documents include a copy of the invoice, quote, or proposal.
- Meeting minutes will be reviewed during regular submission to OANC.
Review & Approval Process
- The OANC will review each application on a first-come, first-served basis and subject to the availability of funding.
- ANCs should provide complete and accurate information at the time of application to ensure the quickest review and approval time. The ANC will be notified upon final approval of an application.
- An ANC may submit multiple applications, subject to fund availability, project priority, and OANC approval. An ANC must complete an existing agreement before funding will be awarded under another agreement.
