Community Agreements
In December 2020, the Council passed the Advisory Neighborhood Commissions Participation in Planning Amendment Act. The resulting changes to the statute are located in § 1-309.15(c)(17), (18), (19), and (20) of the D.C. Official Code and took effect April 2, 2021.
Among other things, the Act requires the OANC to create and maintain a publicly accessible database of all community benefit agreements negotiated by Commissions.
ANC Grant Reviews
ANCs may expend funds for public purposes within their Commission area, and those expenditures may be in the form of grants § 1–309.13(l)(1). An applicant for a grant shall submit an application in writing to the Commission and to the OANC. § 1–309.13(m)(2).
Upon receipt of an ANC grant application, the OANC reviews each application to determine if the application meets the legal requirements for use of ANC funds and sends the results of that review via memo to the affected ANC for their awareness as they consider their support of the application.
Searchable Database of Community Agreements and Grant Reviews
To better facilitate Commissioners and members of the public seeking access to ANC Community Agreements and Grant Review documents, the OANC developed in collaboration with OCTO a searchable portal for these records. The portal provides access to Community Benefit Agreements and MOUs, ABCA Alcohol Agreements, ABCA Cannabis Agreements negotiated by ANCs, and ANC Grant Reviews.
