ANC Commissioner Training
Absorb: Learning Management System
Absorb is OANC’s Learning Management System designed to provide ANCs with onboarding modules, continuing education, and resource materials to support fulfilling their roles effectively. Use Absorb to complete mandatory trainings, stay updated on policy and procedural changes, and build skills that support their work with constituents and government partners.
Handbooks and Pocket Guides
This collection of reference materials provides Advisory Neighborhood Commissioners with clear guidance on their roles, responsibilities, and operational requirements. The Handbook, Financial Policies Guidance, and Pocket Guide summarize key procedures, statutory obligations, and best practices to support consistent ANC operations and day‑to‑day governance.
Budget & Finance
The Quarterly Financial Report (QFR) Portal is the centralized system for submitting, reviewing, and tracking ANC quarterly financial reports. Commissioners use it to upload required documentation, check submission status, and maintain accurate, compliant financial records
OANC Assistance Fund
provides additional funding assistance to ANCs that demonstrate a need for extra resources to enhance service delivery to the community or improve the operational efficiency of their Commission.
Grants
While ANCs are not required to issue community grants, the D.C. Official Code permits them to do so. Visit the Grants page to learn more about eligibility and permissibility of ANC Grants
Technical Support
OCTO Helps
The official IT Service Center and technology support portal managed by OCTO. It is a centralized hub for desktop support, hardware requests, software troubleshooting, and other enterprise IT services.
International Travel
This form is used to request access to DC GOV IT Systems (including DC GOV emails) while traveling internationally (outside continental US including Alaska, Hawaii, Puerto Rico).

Provides Commissioners and members of the public seeking access to Community Benefit Agreements and MOUs, ABCA Alcohol Agreements, ABCA Cannabis Agreements negotiated by ANCs, and ANC Grants.
Mayors Resolution Portal
Advisory Neighborhood Commissions (ANC) Resolutions Portal allows Advisory Neighborhood Commissions to upload and publish their official resolutions and formal actions, and provides a platform for District agencies to respond to them.
Granicus: GovDelivery (ANC Access Only)
GovDelivery, part of Granicus, is a digital messaging platform used to send email updates, newsletters, and important announcements. For ANC Commissioners, GovDelivery is a tool to distribute meeting notices, community updates, and outreach messages helping Commissioners keep residents informed and engaged.
Zoom SSO Login (ANC Access Only)
Zoom is a virtual meeting platform that enables ANC Commissioners m to host public meetings, committee discussions, and community engagement sessions. It supports accessible, transparent participation allowing residents to stay informed about ANC activities.
General and Special Elections
- These resources equip Advisory Neighborhood Commissioners with ANC-specific guidance and information on general elections, special elections, campaign finance rules, and policies in the District.
